NOTICE IS GIVEN THAT THE CITY COUNCIL OF THE CITY OF LAMESA, TEXAS, WILL MEET IN A REGULAR CALLED MEETING AT 5:30 P.M. ON TUESDAY, FEBRUARY 17, 2015, 601 SOUTH FIRST STREET, FOR THE PURPOSE OF CONSIDERING AND TAKING OFFICIAL ACTION ON THE FOLLOWING ITEMS:

  1. CALL TO ORDER:

CONSENT AGENDA:  All consent agenda items listed are considered to be routine by the City Council and will be enacted by one motion.  There will be no separate discussion of these items unless a Council Member so requests, in which event the item will be removed from the Consent Agenda and considered in its normal sequence on the agenda.  Information concerning consent agenda items is available for public review.
  1. APPROVAL OF THE MINUTES:  Approval of the minutes of the council meeting held on January 20, 2015.
  2. BILLS FOR JANUARY 2015:  Approval of the bills paid by the City of Lamesa for the month of January 31, 2015.
  3. RACIAL PROFILING REPORT:  Consider approval of the annual racial profiling report from the Police Department. (in Dropbox in separate file)
  4. ELECTION AGREEMENT:  Consider taking action on a Joint Election Agreement between the Lamesa Independent School District and the City of Lamesa.
  5. LAMESA MUNICIPAL AIRPORT BY-LAWS:  Consider approval of the Lamesa Municipal Airport By-laws.

4.            HEAR REQUEST FROM LEDC/LEAP PRESIDENT SCOTT LEONARD: Hear request from LEDC/LEAP President Scott Leonard to consider the approval of employment offer extended to Mr. Nathan Tafoya for the position of Executive Director of Lamesa Economic Development Corporation and Lamesa Economic Alliance Project.

5.            RESOLUTION OPPOSING SENATE BILL 343:  Consider approval of a resolution opposing Senate Bill 343 which would have the effect of turning home rule cities into general law cities.

6.            REINVESTMENT ZONE:  Consider passing an ordinance on second and final reading designating a geographic area within the City of Lamesa, Dawson County, Texas, as a Reinvestment Zone pursuant to Chapter 312 of the Texas Tax Code; adopting provisions related thereto and providing for severability.

7.            OPEN AND AWARD BIDS:  Open and award bids for four (4) pickup trucks.

8.            CALL FOR BIDS - CITY OWNED PROPERTY:  Consider passing a resolution authorizing the calling for bids for the sale of one tract of city owned property being West 40’ of Lot 1, Block 1, Blackburn Addition (405 South 4th Street) of Lamesa Dawson County, Texas and specifying the terms and conditions of such sale of said property; and authorizing the City Secretary of the City of Lamesa to advertise the property for sale in accordance with the provisions of Section 253.001 of the Government Code of the State of Texas.

AMEND CHAPTER 3, ENTITLED “BUILDING REGULATIONS”, ARTICLE 3.03 TECHNICAL AND CONSTRUCTION CODES AND STANDARDS, BY ADDING DIVISION 5.  NATIONAL FIRE PROTECTION ASSOCIATION 1194, STANDARD FOR RECREATIONAL VEHICLE PARKS AND CAMPGROUNDS (2014 EDITION):  Consider passing an ordinance on second and final reading amending Chapter 3, entitled “Building Regulations”, Article 3.03 Technical and Construction Codes and Standards by adding Division 5. National Fire Protection Association 1194, Standard for Recreational Vehicle Parks and Campgrounds (2014 Edition).

10.          PUBLIC HEARING ON REQUEST FOR ZONE CHANGE - 807 SOUTH 5TH ST.:  Public hearing on issuing a variance t0 Ricky Guzman, Lot 4, and East ½ of Lot 5, Block 10, Lee Addition, located at 807 South 5th Street for zone change from zoning district R-1 Single Family Residential to R-1 Single Family Residential with a zone variance for placement of a manufactured home.

11.          REQUEST FOR ZONE CHANGE – 807 SOUTH 5TH ST.:  Consider passing an ordinance on first reading issuing a zone variance to Ricky Guzman, Lot 4, and East ½ of Lot 5, Block 10, Lee Addition, located at 807 South 5th Street for zone change from zoning district R-1 Single Family Residential to
R-1 Single Family Residential with a zone variance for placement of a manufactured home.

  1. 2015 LIVESTOCK PERMIT RENEWALS:  Consider renewal of livestock permits.
  • Landfill Tract:  (Landfill property) for keeping cattle and donkeys upon application of Rodney Oaks.
  • 1700 North 4th Place: for  keeping 2 horses upon application of Gary & Sandra Perez.
  • 1711 North 4th Place (Lots 4-8, Block 3, Meeks Addition) for livestock (calves, goats and chickens) upon application of Todd Hatchett.
  • 1712 South 5th: for keeping 2 horses and 3 show pigs upon application of Cody Swafford.
  • 1006 South East 8th Street: for keeping 3 horses and 3 calves upon application of Steven Alexander.
